Dubai Jumps 11 Places to Rank 17th Globally for Real Estate Transparency in 2026

The Dubai real estate market has achieved another significant international milestone, with the emirate climbing to 17th place globally in the 2026 Global Real Estate Transparency Index.

Dubai has moved up 11 positions in only two years, compared with its 28th-place ranking in the 2024 edition of the index. It is also now ranked first in the Arab world for real-estate transparency.

The assessment considers areas including market fundamentals, performance measurement, regulatory and legal frameworks, transaction processes, sustainability and governance.

Dubai’s progress has been rapid.

In JLL’s 2024 index, Dubai ranked 28th globally and was already recognised as one of the world’s strongest transparency improvers.

Two years later, Dubai has climbed another 11 places to reach 17th.

JLL’s latest report identifies Dubai, Abu Dhabi, Saudi Arabia and Qatar among the property markets that have made substantial transparency improvements over the past decade.

Dubai’s advancement has been supported by a combination of stronger digital infrastructure, greater availability of market information and continuing regulatory development.

Dubai Land Department’s Data Is Becoming an Investment Advantage

One of the most interesting findings for Dubai investors is the role of property data.

JLL specifically identifies Dubai Land Department as a leader in providing real-time, publicly accessible real-estate data.

Dubai is not yet in that top 13, but its movement from 28th to 17th significantly narrows the gap.
